EDUCATION PROJECT OFFICER

PURPOSE AND SCOPE OF THE JOB:

The EPO will support the Settlement manager is ensuring program and administrative oversight of the settlement, while providing professional guidance, supervision, capacity building and management support to the School administrators and Education Project Assistants. 


The EPO will take the lead in preparing accurate records and documentation for processes, while ensuring transparency and accountability in all the resources under the program.

DUTIES AND RESPONSIBILITIES:

1.0 Management, Coordination, and implementation of education activities:

i. Take the lead in providing support to the project for the effective implementation of program activities

ii. Support the Settlement Manager is the supervision of staff and other leadership responsibilities where delegated

iii. Support and promote children’s rights in the settlement.

iv. Monitor the progress of education-related projects and take the lead in problem-solving, ensuring the targets are met.

v. Document all program activities and processes, and prepare comprehensive activity reports 

vi. Provide timely technical direction to the EPAs, HRAs and other project staff

vii. Guide and train EPAs to be able to prepare standard weekly/incident or situational reports

viii. Participate in the planning and active implementation and reporting on all Complementary Projects activities within his/her area of coverage.

ix. Carry out community mobilization and sensitization


2.0 Preparation of realistic work plans for all project

i. Conceptualise and contribute to the design and implementation of project interventions by participating in developing project annexes

ii. Support the Settlement Manager in developing and preparing of Quarterly work plans.

iii. Prepare and manage the implementation of monthly/weekly work plans.

iv. Ensure timely preparation and submission of concepts, float/tuition requisitions and PRF to the Settlement Manager for approval.


3.0 Educational Assessment and School Monitoring

i. Conduct regular (bi weekly) school monitoring and supervision to ensure schools’ compliance with Uganda’s education standards

ii. Work with school administrators to register students for the national examinations and strictly observe exam rules and regulations.

iii. Work with the regional M&E coordinator to develop suitable and effective educational monitoring and evaluation tools.

iv. Participate in the distribution of scholastic materials, and other procured items, and provide the required accountability

v. Support the headteachers in their role of instilling a culture of high discipline in the teachers.


4.0 Data Management

i. Conduct data collection for the project

ii. Ensure that all schools have class registers and admission books and that they are well used.

iii. Compile reports of pupils’ termly enrolment statistics for the various schools and note any variations; these will be developed with the data provided by school administrators

iv. Ensure that the Head teachers keep records of pupils’ and teachers’ daily attendance in all schools.

v. During routine monitoring, check to ensure that the head teachers keep accurate records of school enrolment data and school property like textbooks, furniture.

vi. During routine monitoring, check to confirm that class registers are duly filled and properly utilized by the teachers

vii. Work with the Settlement Manager to prepare informational presentations for internal or external meetings


5.0 Finance and Procurement Management

i. Review asset reports to ensure an up to date and correct Assets list

ii. Effectively monitor the project budget and ensure confidentiality of related project documents

iii. Receive and review tuition requests from schools in the first week of the term (as submitted by the EPAs) and review them for processing

iv. Provide accountability for cash and all monies entrusted with and spent within the timelines stated in the Finance policy and procedures

v. Initiate Procurement requisitions in compliance with the expected procurement standards, including provision of the right specifications

vi. Participate in the membership of the Field Procurement Committee, and ensure compliance with WIU Procurement policies and procedures.


6.0 Networking

i. Liaise and communicate effectively with OPM, UNHCR and all implementing partners in the assigned location

ii. Establish linkages, liaisons and professional working relationships with the District Education Office

iii. Represent WIU at inter-agency and coordination meetings pertaining to the Education programme.

iv. Facilitate community participation in education affairs.

v. Organize termly meetings with major education stakeholders as agreed with the Settlement Manager


7.0 Reporting

i. Document all programme activities and ensure comprehensive reports are drawn in accordance with the schedules set.

ii. Timely analysis of all EPA reports and provide a framework for dealing with emerging issues.

iii. Write weekly, incident and monthly reports and submit to the Settlement Manager at the agreed date. Timely reporting is critical.

iv. Participate in the planning and active implementation and reporting on all Complementary Projects activities within his/her area of coverage.

v. On a quarterly basis, profile and submit success stories from the activities implemented to the Settlement Manager (SM).

vi. After every six months, share short impact videos with the SM.


8.0 Support for Inclusive Education- Children with Special Needs (PSNs)

i. Adequately document, report, and follow up on concerns regarding a safe and secure learning environment for children with special needs (Persons with Special Needs- PSNs)

ii. Visit PSN (Persons with Special Needs)/OVC (Orphans and Vulnerable Children) schools at least twice a term to familiarize with staff and students to build positive relationship

iii. Organize bi-annual meetings for parents of PSNs to discuss their challenges and advocate for parental and community support for PSNs 

iv. Supervise EPAs to initiate timely requisitions for PSN requests, including tuition, transportation and personal effects, and follow up the process to ensure timely approvals
