Windle International Uganda (WIU) is a registered INGO whose mission is to promote peace and development in communities through the provision and coordination of Education and training for Refugees and people affected by conflict.
WIU, in partnership with Enabel, the Belgian development agency, has launched the WeWork: Green and Decent Jobs for Youth initiative in the Kampala metropolitan area. This program is part of the Sustainable Business for Uganda (SB4U) strategy. Its main goal is to enhance the economic resilience of vulnerable youth, refugees, women, and girls in Kampala City and Wakiso District.
With strong local partnerships and a results-driven model, WeWork in Kampala is set to foster youth employability, green entrepreneurship, and sustainable economic growth.
WIU seeks to recruit a highly experienced and skilled individual to fill a slot for the MEAL Coordinator position. Applications for this position are only open to former WIU staff who held the M&E Assistant position (Jan- June 2025).
KEY RESPONSIBILITIES:
KRA 1: Monitoring & Evaluation.
1.1. Develop, implement, and regularly update the MEAL framework, tools, and indicators within the first three months, ensuring adaptability for ongoing monitoring and evaluation needs.
1.2. Collect, analyze, and compile project performance data monthly, producing comprehensive reports to inform stakeholders and support decision-making.
1.3. Conduct quarterly monitoring visits to project sites to verify compliance with standards and quality benchmarks, identifying areas for improvement.
1.4. Coordinate and support the timely implementation of labor market assessments, baseline, and end-line surveys, ensuring activities are completed within designated timelines.
1.5. Provide technical review of ToRs, concept notes, and consultancy reports related to MEAL; deliver training to at least 90% of project staff and partners within six months to enhance data collection, analysis, and utilization.
1.6. Manage MEAL budget allocations to ensure activities are executed on time and within budget, with monthly financial tracking and reporting.
1.7. Conduct quarterly Data Quality Audits to ensure data accuracy and reliability, submitting findings within two weeks, and provide ongoing coaching to promote data-driven decision-making
KRA2: Accountability & Learning:
2.1. Establish and operationalize feedback and complaint mechanisms within the first three months, ensuring 100% of project participants and stakeholders are able to provide feedback and complaints, with quarterly analysis reports generated.
2.2. Conduct at least four participant satisfaction surveys to get feedback, document lessons learned, and incorporate insights into project improvements, with reports shared with the MEAL team.
2.3. Support the organization and facilitation of two program review workshops per year to review lessons learned, best practices, and challenges, contributing to continuous learning and adaptation.
2.4. Ensure accountability systems by engaging stakeholders in joint monitoring, evaluations, and research activities, with at least three documented joint activities or reports annually to enhance transparency and learning.
KRA3: Data Management & Reporting:
3.1. Maintain and update project data records in the management information system with 100% accuracy and completeness weekly, ensuring all records are current and accessible.
3.2. Prepare and update the project activities implementation matrix and indicator performance tracking table monthly to support evidence-based decision-making.
3.3. Ensure data confidentiality and integrity by implementing, monitoring, and auditing data security protocols biannually.
3.4. Produce and submit comprehensive internal and donor progress reports on key indicators, with 100% on-time delivery based on the grant management agreement.
KRA4: Capacity Building:
4.1. Conduct quarterly capacity-building sessions on MEAL concepts, tools, and ICT-enabled data management for project staff and partners, ensuring that at least 90% of participants demonstrate improved understanding through the quality of data and reports within three months.
4.2. Provide ongoing coaching and technical support to project staff and partners, targeting at least a 60% improvement in MEAL implementation quality within six months, and develop targeted training plans based on initial capacity assessments within the first two months of each project phase.
4.3. Conduct periodic monitoring visits and work closely with the MEAL Manager to assess progress, identify gaps, and recommend corrective actions to strengthen overall MEAL performance.
QUALIFICATIONS AND EXPERIENCE:
• Graduate degree in Statistics, Development Studies, Social Sciences, Education, Population Studies, or related field.
• A postgraduate diploma in Monitoring and Evaluation or a Certificate in Monitoring & Evaluation is mandatory;
• an additional qualification in Project Planning and Management is advantageous.
• Demonstrated experience in data collection, monitoring, evaluation, and analysis; proficient in supporting staff and partners with M&E methodologies and effectively communicating complex findings to diverse stakeholders.
• Strong expertise in qualitative and quantitative research methods, participatory approaches, and report writing, with the ability to produce clear, evidence-based assessments and project reports in English.
• Proficient in Microsoft Word, Excel, PowerPoint, and statistical analysis software; skilled in qualitative and quantitative analysis tools such as NVivo, ATLAS.ti, Power BI, and online data collection platforms including KoboToolbox, KoBoCollect, Comcare, and SurveyCTO.
• Excellent communication and interpersonal skills in English; proven ability to work effectively in multicultural, multi-location teams and adapt practices during emergencies.
• Commitment to humanitarian principles; strong ICT literacy and thorough understanding of Windle International’s core values and principles.
